why spend the money when the restore cd works fine.

i've got it down to an hour clean install with the restore cd.
the four drivers for the desktop and laptop are on a usb stick, install ms office, av, dl adobe, spybot and back in business without spending any $$$$$

He had purchased a legl copy but lost the cd.You are actually paying for the the license key.If you have a valid purchased license you can use any cd to do the install.

Yeah, especially with trend to cumbersome/useless OEM restore cd's & partitions.
And one can actually purchase a license only, w/o the actual media.

This is correct. As long as the poster has a valid lic, he can use any oem disk to install. An oem key only works with an oem disk and a retail key only works with a retail disk.

Note when you no longer have the dell, your lic key is no longer valid. OEMs live and die with the original hardware.
