Add or remove programs doesn't work
Try this:

1. Click Start, click Run, and then type CMD, click OK.
2. At the prompt, type REGSVR32 APPWIZ.CPL.
3. Hit Enter.

Add or remove programs doesn't work
While your trying to fix Add/Remove, download "Safarp" (freeware)

Here: http://wistinga.online.fr/safarp/

It's a great alternative to Add/Remove. Safarp stands for Small And Fast Add/Remove Programs. It's not as full featured, not as pretty, but it's fast. As a comparison, where Add or Remove Programs takes 30~40 seconds to load, Safarp loads in less than a second. This fastness is allowed by two features: the Fast mode and the Load icons option.

I use Safarp more than Add/Remove. Never had a problem with the program.
