My PC was fine really, but then i accidently change the display graphics settings, and now I find that computer gets as far as the WIndows XP Logo on start up and then a hanging black screen occurs, even though windows has definately loaded up and is running in the background (the keyboard and mouse are functioning, altho they're not visible).

I want to try to revert the display setting back to how they were before. For some reason , It wont boot in safe mode now either! when i click on Boot in safe mode after F8, it just comes up with a list of about 20 different random directories , and then nothing else happens!:

multi(0)disk(0)rdisk(0)partition(2)\windows\system32\drivers\ACPI.sys
multi(0)disk(0)rdisk(0)partition(2)\windows\system32\drivers\WMILIB.sys
multi(0)disk(0)rdisk(0)partition(2)\windows\system32\drivers\pci.sys
etc etc.

please advise How I can get into safe mode or manage to visibly see windows to revert my graphic display settings back to default.

Try this:

1. shut down your computer & unplug the power cord from the back
2. open the computer and safely remove the graphics card (there will be a little clip you need to push to remove so be careful)
3. wait around 2 minutes
4. insert the card again and boot.

can you load windows now?
