So, out of curiousity (since I'm sort of lost here), when this CD arrives, exactly what is the plan of action?

You then put the CD in, click start > run and then type sfc /scannnow and click OK

This then checks all the windows dll's and system files and if it finds any corrupt or damaged it will then replace them from the CD.

And, since the file in question is not a windows dll but rather one that belongs specifically to .Net Framework 2 and thus will not be checked, then what?

Try the .Net cleanup in the link I posted above, and then re-install.
