Angry Effects Button not Working in Appearance Tab
I have Windows XP(obviously).

I needed to change an effect on my laptop, so I went to my display settings and went to the appearance tab.

When I tried to click the Effects button, it was not grayed out. I could press it, but nothing popped up.

When you go into your task manager (ctrl - alt - delete (hold down at the same time)) click on the tab, processes - and click on cpu and what is on the bottom of the list. It will change constantly so all I want you to do is see if System Idle Process is the most. If not then minimize the task manager, and in the lower right there will be a green box. How full is it.

What im trying to get at is your computer running other programs that are slowing the computer down, so that it wont respond when you hit the button. Not Freeze, and Not Slow. Just Frozen button.

The last paragraph probably didnt make sense, but just do what it says in the 1st paragraph.
