Solved: Control Panel
I am not able to use the "add or remove" command nor the "security center" and the error message is: windows can not find
c:\windows\system32\rundll32.exe
Can someone please help? Thanks.

You can try one or both to see if it will help.
1. Error Checking- This takes about 35 minutes.
Start - my computer - right click local disk (C) - properties - Tools Tab -
Error checking section - Check now - check mark both boxes - Start -
This requires a restart to begin.

2. Start - Run - type - sfc /scannow - OK
Don't forget the space between c and /
You may need the Recovery CD if any thing is found wrong.
Don't insert unless asked for. Takes about 35 minutes.

Please click here to download and install the HijackThis installer.

Run it and select Do a system scan and save a logfile.

The log will be saved in Notepad. Copy and paste the log in your next post.

Do not fix anything

Have you tried opening "Add or Remove programs" by clicking on Start > Run > and typing appwiz.cpl ?

If no luck, click on Start > Run > type CMD
  1. In the Command window, type regsvr32 mshtml.dll, and then press ENTER.
  2. Click OK to confirm that the registry entry has been added.
  3. In the Command window,type regsvr32 shdocvw.dll -i, and then press ENTER.
  4. Click OK to confirm that the registry entry has been added.
  5. In the Command window, type regsvr32 shell32.dll -i, and then press ENTER.
  6. Click OK to confirm that the registry entry has been added.
  7. Close the Command window.
Also, try this:

Click on Start > Run > type services.msc

Locate Security Center

Double-click on it and change the Startup Type to Automatic and start the service.

Read post #5 from HERE to see if you have a similar issue. It could be a fix.


It does sound like a restriction imposed by malware to me though.

You don't have an antivirus program running on your computer. Who knows what nasties might be there.

Although probably not related to your problem, you are infected with MyWebSearch.

You should also get rid of the Ask toolbar. Use AskSearchUtility.exe.

I would click on the Report button and kindly ask to be moved to the Malware Removal & HijackThis Logs forum.

It looks like you've been using RegCure, so it's unknown what damage it's done.

Never ever install and use a registry cleaner/booster/optimizer.

Get rid of Webroot Spy Sweeper and replace it with Malwarebytes Anti-Malware and SUPERAntiSpyware.

----------------------------------------------------------------

Click "Report" as advised and then request your thread be moved to the malware removal section.

Control Panel
My control panel has been fixed. Thanks for everyones help.
A malware or some type of scan had removed the rundll stuff.
All of this has been replaced now. It took them about 6 hours to do everything. Everything is ok now.

Who took 6 hours to do what?

You'll still need to follow flavallee's advice, and mine, about RegCure and the Ask toolbar.

You're being quick to end this thread.

Did you install Malwarebytes Anti-Malware and SUPERAntiSpyware and update them and run a scan with them and then allow them to fix EVERYTHING they found?

If you did, we need to see the scan logs.

We also need to see an updated HijackThis log.

Control Panel
Web Root did the correction. They did use Malwarebytes to scan my system. I remember seeing that on the screen. The RegCure & Hijack this has been removed.
