This application has failed to start because USP10.dll was not found.
Hello,

When I right-click on "my computer" and select "properties, I get following error:

This application has failed to start because USP10.dll was -found. Re-installing the application may fix this problem

Also, "tools2 option on IE, gives following error:
"This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator."

This is my home pc and Im logged on as Administrator. I cant even do a System Restore as nothing happens when I click on the restore option.

Please help folks

Go here and click the green icon to download and save HijackThis 2.0.2.

Close all open windows, then install it in its default location: C:\Program Files\Trend Micro\HijackThis.

Run a scan with it - which will take 30 seconds or less.

Save the resulting lot in Notepad.

Return here, then copy-and-paste the entire log here.

BTW, I've managed to fix the first error, i.e. copied USP10.dll file from C:\Windows\ServicePackFiles\i386 to C:\Windows\system32.

However, IE still cant connect to internet, AND when clicking on Tools (in menu), Internet Options, still get the window that pops up Restrictions..."This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator."

Except for mcagent, none of the other startup entries in Start - Run - MSCONFIG - OK - Startup(tab) need to automatically load and run.

Uncheck them, click Apply - OK, then restart your computer.

When the small SCU window appears and warns you about being in selective startup mode, ignore the message. Check that window, then click OK.

You really should upgrade IE6 to IE7 or IE8.

Don't use System Restore at a whim because it can cause even more problems.

Are you sure it's enabled in your computer? Right-click MY COMPUTER, then click Properties - System Restore(tab). Make sure that "Turn off system restore" is not checked.
