How To Stop Windows Explorer From Opening In Fullscreen?
Whenever I open Win Explorer from the shortcut pinned to the Start Menu it opens into fullscreen regardless of the fact that I've previously re-sized the window.

Right click the shortcut, click Properties.
Check the setting in the Run: drop down box. If set to Maximized, set it to Normal Window

It was already set to "normal window". Oh boy. Could it have to do with the fact that I've tweaked the settings for it to open into c:\?

That shouldn't affect it.

Is it actually Maximized, or just sized to fill the screen? In other words, can you drag one of the edges to resize it, or do you have to use the Restore Down button first?

Try this, size the window as you want it, make sure all other explorer windows are closed, then hold the CTRL key down and click the Close button in the upper right corner.

The window is actually maximized. I tried the ctrl-close, but it didn't work.

Are you using a Icon on the desktop or in the Quick Launch bar to open Windows Explorer?

Also what happens if you open Windows Explorer using the "Windows key+ E"?

As stated , I'm using a shortcut pinned to the start menu. Does this answer your question?

Windows key + E works just fine, opens in a window size that I set previously (as it should).

Sounds like the shortcut may be corrupted.
Unpin the shortcut from the Start Menu, delete the original one that you pinned, create a new one and verify it works, then pin the new one to the Start Menu.
