I'm not sure that you can, usually you can set IE to run in Kiosk mode, but that doesn't help with the ctrl + alt+ del as you mentioned still works. Apparently there is no way to disable those keys. I assume you require a keyboard? I wonder if you can get a special one without the ctrl + alt+...
