Wasn't sure where to put this but here goes, running windows 8.1 64 bit on this new machine and would like to know if the Revo uninstaller program is alright to use on this machine, I have it on my older XP home machine and like it.

Be aware that the free version will not show you 64 bit programs.
You have two choices: buy Revo or use a different free uninstaller that does show you 64 bit programs.
I have been using two other free programs on 64 bit computers to uninstall 64 bit programs:
GeekUninstaller, standalone, no install http://www.geekuninstaller.com/

What I like about Revo is that it also shows you what is left behind in the registry after the uninstall and gives the option to remove them.
I would take that registry editing bit very much as documentary and actually do the editing yourself. It does occasionally get it wrong and remove keys that should not be removed, but modified. It also often misses entries that can be changed.
I do use Revo and find it helpful.
