Very slow on web but cpu usage is not high

Hi,
For the past couple of weeks surfing on the web has slowed down to a crawl
as if the cpu usage is very high, but it's not. Even at 5% it's really slow when on line.
Offline, it performs well.
Virus scans are clean and running FF with add ons disabled isn't much help.
IE8 pretty much freezes.
Flash is up to date, but videos in any news items don't work at all, but you tube is OK.

Your computer is running Windows XP Pro SP3 32-bit with an Intel Pentium D 3.00 GHz processor and 2 GB of DDR2 RAM, so it shouldn't be running like a turtle.

Some of the common reasons for a computer running slow are:
Too many running processes
An infestation of malware, spyware, etc.
A badly fragmented hard drive
A processor heat sink/cooling fan unit that's clogged with dust

Let's get an accurate picture of what the list of running processes looks like in that computer.

Click Start, then type MSCONFIG in the search or run box, then press the Enter key.
When the small "System Configuration Utility" window appears, click the "Startup" tab.
Write down ONLY the names in the "Startup Item" column that have a checkmark next to them.
If the "Startup Item" column isn't wide enough to see the entire name of any of them, widen the column.
Submit those names here in a vertical list.
Make sure to spell them EXACTLY as you see them there.

Click Start, then type SERVICES.MSC in the search or run box, then press the Enter key.
When the "Services" window appears, expand it so you can see the list more clearly.
Write down ONLY the names in the "Name" column that have their startup type set on Automatic.
If the "Name" column isn't wide enough to see the entire name of any of them, widen the column.
Submit those names here in a vertical list and in alphabetical order.
Make sure to spell them correctly.

I always check start up and disable unnecessary items. There's about 30 items there but only these are running on start up.

Besides Webroot SecureAnywhere (which I wouldn't use in such an old computer), what other security-related apps have you used?

I'm guessing at this point that your computer is infested with malware/spyware/etc. and loaded with temp/junk files.

I run Malwarebytes, spybot SD, super anti spyware but they dont find anything bad.
I'm going to assume that you allow MBAM and SAS to quarantine/remove everything they find, and that you keep their definition files up-to-date?
Get rid of the other one.

Go here, then click the "Download Now @ Bleeping Computer" button to download and save AdwCleaner.exe to your desktop.
If you receive a warning that this file is unsafe to download, ignore the warning.
Close all open windows first, then double-click AdwCleaner.exe to load its main window.
Click the "Scan" button, then allow the scanning process to finish.
Several seconds may pass before the scanning process starts, so be patient.
Click the "Clean" button, then click "OK".
Allow the cleaning process to finish.
When it's finished, click "OK" in each window that appears.
The computer will restart.
When the log appears during restart, save it.
Return here to your thread, then copy-and-paste the ENTIRE log here.

3)Do another "Scan" and "Clean" and then submit the log that appears during restart.

Are you still using AOL(America On-Line) in that computer?

I use FF 45.0.2
www.aol.com for web mail.
Adw came up clean

Let's do one more thing, then we're done.

Go here, then click the "Download Now @ Author's Site" button to download and save TFC.exe (Temp File Cleaner by OldTimer) to your desktop.
After it's downloaded and saved, close all open windows.
Double-click it to load its main window.
Click the "Start" button.
If there are a large number of temp files or if there are multiple user accounts, the temp file deletion process may appear to freeze and may take a few minutes, so don't interfere with or abort it.
After it's finished, restart the computer if prompted to.
Advise how many temp files in MB's were found and deleted.
