Cannot create a web shortcut on desktop, get "Access Denied"

Antivirus: Windows Defender, Disabled

When I hold down the "Alt" command and left click to drag the web address of a site on the desktop, I get "Access Denied" in Chrome, Firefox, Edge and IE. So it's not a browser issue. This issue started 3 to 4 days ago and I wonder if it is not due to a Windows update.
