Computer restarting randomly

For the last couple of days Windows 10 restarts randomly after every couple of minutes. Sometimes it gets into a loop and restarts again before even completing the previous start up.

I have unsuccessfully tried the following to solve this issue:

  1. Uninstalling and reinstalling a fresh Windows 10
  2. Unplugging all the USB devices
  3. Removing the RAM modules, cleaning the slots, and leaving in only one module (plus changing the RAM slot used)
  4. Cleaning the PC with a blower
  5. Removing one of the two hard drives
  6. Running diagnostics (where everything passed)
I don't know what to do now.

Note: Booting in Safe Mode, Windows 10 works fine, with no restarting. Moreover I have also ask this question on Superuser forum here is the link

Yes I have upgraded graphics card myself and there is option to install graphics card on my Dell system the model is dell workstation t3500 and I did not upgrade my PSU as it was sufficent as per graphics card required watt.
In safe mode my the pc just work,s fine it does not restart but I cannot able to use wifi device internet on safe mode due to mimimal system state. As for Linux it is no use for me as there are not sufficent games and programs available for me. But I have try different version of windows which is windows 7 but the problem is still there the system is still restarting.

Making the Linux Usb stick is just for testing, you don't install it. The idea is if the PC works properly in Ubuntu Linux with no restarts then the problem is in Windows not in hardware.

The fact it works in Windows 10 safe mode makes me think it's a driver issue but restarting in Ubuntu as well points to a hardware problem.

Can you get another graphics card you can swap in to test ?

I can try but at the moment I don't have another graphics card and this machine does not has it's own built-in graphics card otherwise I would try run on it,s own system card. One more thing does Gpu-z program which gives the specification,temperature and other information about graphics card doesn't tell graphics card driver ? That the graphics driver installed with system is stable or not?

I think you will have to start swapping in things like the PSU, Graphics card, Ram etc to find the problem. If you don't have any spare parts like those is there a local computer shop you can take it to for repair ?

This is a classic pw supply problem. Starting in safe mode loads a generic windows driver and not the card mfg driver. This takes a lot less pw.
If your dell is capable of displaying voltages in the bios, I would bet money your 12V rail is low or going up and down.

Dell pw supplies are not junk however they are not high end either. Dell ships a system with a pw supply that is just enough to pw the system as shipped. There is little or no pw available for upgrades. When you what you did ie install a real video card without installing a quality pw supply, you make the existing pw supply work at or near it full rated capacity.
Just think how long would the engine in your car last if you ran it at full throttle all of the time??? That is exactly what you are doing.

I have check part of system by swapping different components of PC such as Ram, Hard Disk but the problem is still there , furthermore while I have my check my PC power supply it is not 550 watt which comes originally with this PC but power supply which is installed on my PC is 875 watt which I think is sufficient enough for the PC. Have you checked the voltages as advised? What were the voltages; specifically 12V, 5V, and 3.3V? Dells generally do not have monitoring software on the support page so you would need to use a third party program such as HWInfo64 [free download from many sites]

Fine IF it is working correctly. Anything can fail and this is a classic pw supply problem. Check the voltages both under a normal load and when running something that will stress the system ie prime95 or OCCT [again both free downloads from many sites]

I have installed the software HWINFO but I did not find any Voltage information. However for the same purpose I have installed another software cpuidmonitor in which I was able to find out the volt which is 0.675 V but it is only available in sub category of Graphics Card ( Nvidia Geforce GTX 1050 Ti). As for Prime95 I was unable to run torture test completly as my PC keeps restarting in the middle of the test. Below are the screenshot regarding prime95 which might be useful

If you cannot run prime95, you have a hardware problem/failure. The only real way you are going to find out which part has failed is to test temps and voltages under a load. Rebooting can be caused by either overtemp or voltage problems. You can try hwmonitor to monitor temps/voltages however it often returns flaky data.
BTW when you have a pic to upload, upload it here rather than on a third party site. Most people do not like to click on links they do not know. Use the upload a file button.

I have run Prime95 again and again still not manage to complete the test below is the last test snapshot before rebooting

I was unable to find load in Prime95
"HWInfo64 does show temps/voltages. You need to click the monitoring>sensor status."
In HWInfo I have look for the volt which is again 0.675 V and again it is only available in sub category of Graphics Card
