Deleting folders

OS Version: Microsoft Windows 7 Professional, Service Pack 1, 64 bit

RAM: 8091 Mb
Graphics Card: Intel(R) G41 Express Chipset (Microsoft Corporation - WDDM 1.1), -274 Mb
Hard Drives: C: 465 GB (387 GB Free);
Motherboard: Dell Inc., 0HN7XN
Antivirus: None

I want to delete some folders in Outlook and have followed all the info available.
However, even if they do disappear, they are soon back. I cannot get rid of them. Can someone tell me how to do this?

That is Outlook webmail. If you ask questions, be sure to mention webmail after Outlook.
1. You can not delete the junk mail folder.
2. Right click a folder that is empty and you wish to remove and select Delete folder from the menu that says:
Create new subfolder
Delete folder
Empty folder
Mark all as read
Rename
Add to Favorites

In deleted items, highlight an item and click on the trash can. It will ask if you want to permanently delete the item. Say yes.
A count is kept of the items you delete and directly below it says Recover items deleted from this folder. I'm not sure how long the items are kept just in case you wish to recover them.

In gmail, my trash holds items more than a month old.
