New to W10 and something running in background

My old Dell Latitude 430 finally bit the big byte and died. I have a new(er) laptop with W10 and got it mostly set up the way I want it. It worked great the first day, but now when I use TFC by Oldtimer (recommended by this forum for my old laptop), it is finding temporary internet files that just will not go away. They did the first day and they stayed gone, but today, something is running constantly in the background and there are files that keep reappearing immediately after running TFC. I don't like that it wasn't doing that on day one but now it is. Can you help me figure out what is running in the background and why I can't get rid of those Temp files now? Any help would be greatly appreciated...I am SO not into being forced to use W10...I already hate it.

Do NOT use TFC by Old Timer on Windows 10
It is not suitable see here from the site for TFC

Please note TFC is not suitable for use on Windows 8.1 or 10
In fact Windows 10 does NOT need any third party maintenance tools and if you use them, be that CCleaner or any defrag programs and especially any system maintenance registry cleaners and of the type - make it go faster programs, you will ruin the operating system - sooner or later.

STAY with Defender the included AV. It is free totally compatible with 10 and all updates to 10. - 100% of the time.

For most people, using sensible browsing and exercising good care as to what links you open Defender is adequate. It is rated highly in recent tests.
NO AV will protect you from the inherent risk in Torrents etc., and the browsing and opening of links on what are clearly sites of doubtful reliability.

Thanks. I uninstalled TFC. Then yesterday I open the lid on this laptop to have an error page...windows wouldn't load...couldn't even boot into safe mode. I did a restore Windows to original settings and that finally did the trick. Now I am stuck with Windows Update on this thing. Everything is SO different on 10 than it was on 7. I see a list of 13 updates, all but two show "waiting to be installed". One shows downloading (but refuses to download...note on that next) and one is stuck on "waiting to download"

The "downloading" update that never seems to finish is Update for Windows 10 Version 1511 for x64-based Systems (KB4480730). I've run the Update Troubleshooter and it claims it fixed an error, but changes nothing. I googled that and found a update catalog and ran a search on that update and apparently it doesn't even exist (???!) I did a manual restart and got a screen showing windows update was configuring my computer, do not turn off. When it was all done and fully restarted, I went back into Windows Update only to find that again, nothing has changed whatsoever. Why won't any of these updates install? Do you have any advice that differs from that which I have already tried?

If you are running Win 10 v1511, it dates back to 2015. The latest version is v 1809. New versions are released approximately every half year. Go download the MS Media Creation Tool. It will generate a DVD or USB memory stick. Boot with that and delete the C partition and install. Of course you need to back up your data first.

I would not recommend that route at this time - it may be the way to go, but there is more examination to be done first

send please the results from the notepad file that is placed on the desktop
On the notepad click edit
select all
edit copy
and paste to reply

Go run and type
msinfo32
when the system information window opens click the file tab
click export
a window will open - name the file whatever you wish
leave the type as is - text file
and save to your desktop
Please attach the file to your reply using the upload a file button on the reply panel
To open run you press windows key +R

One other note. I was running HostsExpert and MVPhost files on my W7, so I did the same thing on this W10. Since I did the reset to factory settings, that is gone. Is it safe to use host files on 10?

1. There are many aspects of the system that need attention

2. Not least is the BIOS version which is
BIOS Version/Date Dell Inc. A08, 12/10/2012
The latest is
Version: A20
and whilst that version itself is not of great importance, there have between A08 and now been some that are of importance to the suitability of the system for Windows 8 and now 10.
Each one is cumulative so the latest has all the features of the previous ones. Therefore you should go for the A20

3. HOWEVER before we even start to go down that route and this is likely to be a long job, to get the system working well, there are a couple of points that I need to cover

A. I would ask for your assurance that you will stay with the topic, otherwise of course, I am simply going to waste time.
PLEASE do not be offended but it took from 26 Jan until today for you to respond to my first reply.

I fully appreciate that you may have many commitments, outside of fixing the problem, but weeks between posts will not work in this task.
Mainly because I cannot keep the job in mind, with such gaps.


B. I see you have Libre Office installed HOWEVER you also have
Microsoft Office 365 - en-us (HKLM\...\O365HomePremRetail - en-us) (Version: 16.0.11231.20174 - Microsoft Corporation)
and it appears there may be a licensing problem with that

Office Subscription licensing exception: Error Code: 0x305;
This can be caused by OTHER than the installation is not genuine.

PLEASE assure me before we start that the Windows 10 is genuine - perhaps updated from 7 AND that the office is genuine

I apologize for that gap before response but I am dedicated to clearing this thing up. This was a refurbished laptop that a friend bought as such but didn't ever use so he gave to me. It has both the original and the refurbished Windows 10 product key. I don't know about Office. I don't know if it was even installed. I saw an icon for it and am just so used to having office on my Win7 laptop that died, I opened Word and when it asked for a product key, I don't have one for Office, so I exited the app. I am still learning how to navigate in 10, and I've never used MS Edge, and was forced to learn how to use Chrome at work, so I am also still fighting with that too. I kept my W7 laptop running for over 10 years and I really miss it. I don't use any third part accelerators or cleaners with the exception of using TFC on my old laptop. That is why I come here for advice and instruction on how to solve my issues.

I will post the first set of instructions approx. 1600hrs tomorrow.
In the meantime connect an external drive or if you do not have one a usb flash pen and save any important personal data
I do not expect you to lose anything, but one never knows.

Sorry for not making that clear - 1600 UK time and it is now 2206

Go to a cmd prompt with admin rights
Windows 10: Press and hold (or right-click) the Windows logo button on the taskbar and then select Command Prompt (Admin). Select Yes when the User Account Control box appears.
The cmd window will then be headed Administrator Command Prompt

type the cmd
sfc /scannow

press enter
it may take sometime, if it reports all in order, that is job done.
If it reports errors found and some could not be fixed
REBOOT
and run again
If it still reports some errors could not be fixed
REBOOT and run once more.

4. If on the third run some errors could not be fixed it is not going to fix them
back at the admin cmd prompt type or copy and paste is easier for this cmd

Dism /Online /Cleanup-Image /RestoreHealth

that cmd may very well likely hang for sometime at approx. 75%

If that reports completed successfully - that is good.

REBOOT and re run the sfc cmd all should now be well with that.

5. Please post results I do NOT need logs at this stage.

Please confirm before we proceed AFTER you have done, as this post that you have dealt with the matter I raised in post 9- eg backed up

you have typed the cmd incorrectly
it is as I said
sfc /scannow
and indeed as shown on the attachment = after eg. and then on the first line

You have typed sfc / scannow

do not worry it is an easy mistake to make
the cmd is
sfc (space)/scannow
where as you have typed
sfc (space)/ (space) scannow

to check go to BIOS setup F2 on post screen - you do not need to make any changes simply verify the version

Ensure you are connected mains power not just battery

Download
1. Click Download File to download the file.
2. When the File Download window appears, click Save to save the file to your hard drive - desktop

Run the BIOS update utility from Windows environment
1. Browse to the location where you downloaded the file and double-click the new file.
2. Windows System will auto restart and update BIOS while system startup screen.
3. After BIOS update finished, system will auto reboot to take effect.

To check BIOS you enter setup at boot either following prompt on post screen - press ? to enter setup

OK, I see it is getting late for you (22:23). I start back to my weekday routine tomorrow and work (your time) 1400 - 22:30 and will check posts as I can on my phone and update when I get home...between 22:30 - 23:00. I do indeed have A08 and will update next. I will post when that is complete.

Oh, and when I did the restart to get into the f2 screen to check the bios, I had to wait for windows update to configure stuff...so I guess just leaving the thing on long enough got some of those updates to install. I'm going to check that after I update the bios.

1. Disconnect from the internet, so that there is no chance that Windows updates can start downloading

2. Follow this procedure

Disk cleanup

then you may safely check all boxes.
The re run it ON THIS OCCASION on clean up system files
You are not using it for the purpose of creating disk space, as you are not of course short of it
Hard Drives: C: 118 GB (75 GB Free);

Windows 10 looks after its system mostly by itself, defrag and many other aspects of the file system are automatically managed and third party system management tools should NOT be used.

You should however run disk clean up ONCE A MONTH
This deletes temporary files which can on occasions cause the problem you describe.

Every second month, on the third Tuesday (not critical) eg could be Wednesday or Thursday) run disk cleanup - on clean up system files.
This timing is because on the second Tuesday of the month, Microsoft issues a series of security updates. You therefore wait the week before cleaning system files, in case there is a problem with the updates that were installed the Tuesday before.

REBOOT the computer

3. Follow this procedure to place the computer in clean boot

FOLLOW VERY CAREFULLY the instructions for Windows 10
Noting please that you must HIDE all Microsoft services before disabling others
REBOOT the computer

4. Reconnect to the internet

5. Go settings and check for updates

ENSURE on mains power if battery fails during updating you will have all manner of problems.
Also please ensure no usb drives, flash pens etc are connected to laptop during this process

The temp files are as far as can be seen nothing to worry about at this stage, as you can see they are of no consequence in relation to there size
We are talking about a mere 28KB of space

I see that the update previously marked - error is now shown as downloading
Have you tried just leaving it on updates to see what occurs.

I think you are connected using the wireless connection - can you connect hard wired to Ethernet
That will more than likely be more satisfactory for the update downloading, especially as your wireless adapter is
Intel(R) Centrino(R) Advanced-N 6205 which has some history of having problems on 10,
and if you know that the connection is not always good

There is absolutely no need to concern yourself with temp files unless they are either taking significant amounts of disk space OR you have reason to suspect some of them.
Generally speaking those that are NOT deleted by diskcleanup are either required by 10 or are recent - as indeed yours are.

Perhaps not in this case, but generally deleting temp files as indeed many third party system maintenance apps do, especially those marketed as system boosters etc, is a bad idea

So, I booted into safe mode and got rid of all temp files like I used to do in W7. I also uninstalled OneDrive since I absolutely refuse to do ANY cloud storage of anything. I do still need to do a system snapshot once I get this thing situated since MS no longer provides system discs for its OS.

I left Windows Update window open last night and just let the computer run. This morning, one of the 3 has already been installed, it's installing #2 of the three right now (my god this Windows Update never took THIS long on my old Dell even with same wireless connection), and that third one is now showing ERROR again. Its the one I mentioned right out of the gate...Update for Windows 10 Version 1511 for x64-based Systems (KB4480730). I don't know if one can use the stand-alone update installer like I had to do several times on my W7 laptop. But thats the status right now. just waiting for the one that IS installing to finish...however long THAT will take :^ (

When it has installed the other = the update for 1511 will NOT then show error, as it will be completely and absolutely superseded by the feature update to version 1803
so you will not need any stand alone installer for it.
After 1803 completes and the system reboots, the 1511 update will not be shown, when you check for updates.

Re the wireless connection for the old Dell that is to some extent irrelevant as the Intel Centrino N-6205 worked very well on XP which was I think the OS on the old Dell and on 7.

You are with respect making the mistake of being too critical of Windows 10 it is NOT perfect, but you cannot expect a completely trouble free experience on end of life hardware

Dell have NOT tested your computer for the 1803 version and do not intend to do so
They have tested it for the 1709 version

You should IMHO not concern yourself with attempting to delete temp files that disk cleanup does not delete
They are often required by the Windows system.
Indeed your attempts to do so with TFC, would certainly not have helped in this case.

by deleting them in Safe Mode is beyond me .

Please let me know how it goes with 1803
I can assure you the download would be better as I said on hard wired ethernet

Your last post left me a bit confused...I can update the update driver? But the update is not supported? At least Windows would still offer security updates for 7. I think the next laptop I buy is going to be new with a w10 AND MS OFFICE already installed.

I left the computer on all day while at work, with the Windows Update window still active and 1803 is still installing. Also, I do not see on the Windows Update screen anywhere that I can "check for updates". I simply open the Windows Update App and it just says updates are available and when I click on the Details link, it shows the list of updates and what their status is. Right now as I send this, 1803 is at 75% installed.

Have you tried the hardwired Ethernet as I have suggested

That statement by Intel is merely precautionary, to point out that if security weaknesses are found in the driver , they will not be corrected, as the driver is courtesy for a product that is end of life.

It is I thought easy to understand the product was supported by Intel on 7 it is NOT on 10.

Finally at 75% FOR 1803 and since I started to help you, I think you have seen a distinct improvement from
I see a list of 13 updates, all but two show "waiting to be installed". One shows downloading (but refuses to download...note on that next) and one is stuck on "waiting to download"

All updates are finally installed....after the restart I went back to Windows Update and this time there was a "check for updates" button. I clicked it just to make sure and it found the Defender definitions update...that took all of 5 seconds. In response to connecting to a hard-wire internet connection, I have a desktop PC that is already using that so I don't want to disconnect and reconnect every time there is an update...no big deal, I was just surprised how long it took.

Also, I fully understood what you said about updating the wireless...my comment was that they should at least address security concerns if/when one comes up..."end of life" or not...many people do not feel the need to buy a new computer every 6 months or whatever and being FORCED to do so is American crap of planned obsolescence to force people into buying newer more expensive things even if the old one still works. GRRR! I'd still be using my older Dell with W7 on it right now if the drive itself didn't go bad mechanically. Thankfully I have a friend that helped me remove the drive and connect it as an external hard drive so I could gather all the files that didn't get backed up before it crashed and copy them directly to my new one.

Finally I have one last issue I cannot figure out: despite having my power settings configured to NEVER turn the laptop off when it is plugged in (especially with wanting to let Update run however long it needed to overnight), 1 time out of 3 or 4 times I close the lid (just puts to sleep), I go back to find it has been completely shut down instead of in sleep mode. I've double and triple checked my settings and closing the lid is still marked as go to sleep, not shut down, so I don't know why it decides to shut down once in a while.

Thank you for your assistance. If you know of anything that would be causing the shut-downs instead of sleep, I'm all ears.
