Dropdown Menus Flash and Then Disappear

Hello. Please excuse if this is in the wrong forum. I'm not really sure that this is virus related. It's been three years since I have had any issues. Recently, my computer has displayed the following issues:

1. If I click on some (not all) drop down menus, they appear for a split second and then disappear. I can't get to any of the choices before it disappears.
2. On some screens, when I try to scroll down, it jumps right back to the top; I can't scroll down.
3. If I hold down the control key for any purpose (like control C to copy) the screen is magnified up to 150% or more. It's really tricky to get it back to just 100% using the wheel on the mouse. If I turn the wheel in the direction that usually made the screen smaller, it gets larger. It favors making the screen larger rather than smaller.
It does not do this on all drop down menus or screens, only select ones. I don't know what they have in common to cause this. It happens whether I am at a website or just on my computer with no websites at all open.
My virus program (Kaspersky) does not indicate any problems. I've tried system restore a couple of times, but they keep failing. Any help would be greatly appreciated.
