Sorry I don't run Windows 10. I do know that originally 10 came with nothing to play DVDs so I suspect burning might have been the same.
When I checked to see about a driver
https://support.dynabook.com/support/modelHome?freeText=3478331
it appears Windows 10 is not supported. Toshiba only offers drivers for XP, Vista, 7, 8 and 8.1.

You might have to downgrade to 8.1 to get the DVD working again.

Next I searched for tsstcorp cddvdwsn-208ab Windows 10 drivers.
I saw drivers available for Windows 10 but only on 3rd party drivers sites. I hesitate to suggest any of those sites.
I found this thread
https://superuser.com/questions/952156/cd-dvd-not-working-after-upgrade-to-windows-10

The original poster TN had the same problem. There are some solutions that seemed to have made the situation worse but TN replied further down in this thread
I have fixed that by uninstalling the Toshiba Recovery Media Creator. (But I do not know why...)
I'm not sure if you want to try this.
If you do, I suggest making an image before you uninstall a Toshiba program.

The loss of CD/DVD after upgrading to Win10 I believe has already been fixed.

Also, Windows supplies all of the necessary drivers for a CD/DVD drive to function. This would be evident by the fact that the drive is recognized, given a drive letter, and can at least read discs (most of the time). Burning is a completely different issue.

Choose a burning program, attempt to burn a disc and provide the error that you receive.

Also, what brand and type of discs are you attempting to use?
