Trying to view Images on a DVD - Problem with .NET Framework

I am trying to view files on a DVD with the App pmsdview
Phillips DICOM Viewer 3.0 has now been added to my Open With Menu
Running it apparently involves .NET Framework which I believe is installed, but I am getting a message box that says: Please set Registry Key
HKLM\Software\Microsoft\.NETFramework\InstallRoot to point
to the .NET Framework install location
I'm lost!
And I NEED to view that DVD!
