10 Digit Dialing in XP

    I live in a city where 10 digit dialing is required. (No "1" is needed nor allowed when dialing same area code). I have DSL for my main computer but would like to connect my laptop to a separate dialup ISP.
    But when I try to use the XP dialup connection, a "1" is inserted even though I have not checked the "Dialing Rules" and the 10 digit number is inserted in number to be dialed, the area code being blank.
    When I try a number of the dialup ISP outside my area code, a "1" is inserted and the connection goes through fine.
    Any suggestions/help?

    Right click the dial-up connection in Control Panel > Network Connections, choose properties, and make sure there's no check before Use Dialing Rules. Then in the Phone number box, type whatever number you want.
