100% CPU plus Major Memory Usage = Serious Case of the Blues!

Ok so, I am a new member here, and I wasn't quite sure where to post this and it seems like this would be the best spot.
My computer lately has been sitting at 100% CPU usage and it it gets like that directly after I start my machine up. I have always been pretty good with computers so after a horridly long reboot time I figured I should check my start up programs list and well, its pretty minimal. I use Speccy to keep an eye out for any flux's in heat on my motherboard and CPU but they both run in the green. This is what I'm looking at with specs.

My processes on the other hand go absolutely NUTS! I am currently running 97 processes and the one that generally takes up the most CPU is my Explorer.exe process so if you guys can give me a tip or 12 I would be forever grateful.

Alright Phantom, It certainly couldn't hurt, so Ill give it a shot and let you know how it turns out.
