i used advanced windows care to delete them

i have the windows fire wall why did this happen?

also these folders stay on bottom and wont close like maybe the folder for a web page i saved to desktop with the subfolders so if i wanted to delete them maybe i cant

is it virus?

they stay on bottom as if its a permanent icon like network or clock
