"A device attached to the system in not functioning" error message

    Several of my programs; Adobe PhotoDeluxe, Sony Spressa Backup, and Presto! Pagemaker will not open, and I get the subject error message. From Microsoft Support I learned that this message could result from a damaged Vbrun300.dll file. I downloaded Vbrun300.dll and replaced the existing file in the Windows\System directory, but the problem persists. A while back I tried cleaning out some no longer used files and I may have done something, but what?
