A program the will changa a regular picture into clipart?

I came across a web page that will change a photograph into b/w clipart.Of across it cost$$ but considering I cant fine what I need it would make a great alternative.
Does anyone know what program they could be using.?
Could Adobe 6.0 do it? I have it but haven't learned how to use it yet. Also if you know of a free shareware HTML text generator would appreciate the link.:D

Paint Shop Pro, Corel, Picture Publisher....most of the good ones will do it and I am sure Adobe will also.

In Photoshop:

File>Open and browse for your image. Load the image you want to convert.

Go: Image>Mode>Grayscale. That will turn it to B & W bitmap. Then try Image>Adjust>Threshold. You should be able to move the little pointer at the bottom of the graph to get it to look like clipart. You can also try the Posterize directly below Threshold for a different effect. I think the threshold is what you are looking for.

After you get it to pure B&W with the threshold control you can mess with some of the filters. You can always go Edit>Undo for the last command or use the history to go back to any point in the process.

You can then go Image>Size to make it whatever size you want. Save it as a BMP and not JPG or you will lose quality when you save it again. Photoshop will not convert it to a vector format like WMF. I use Illustrator for vector formats. If you want to convert to a vector format like WMF, this freeware will do that for you: http://www.freewarefiles.com/programs.php?ProgramID=1024&categoryid=3&subcategoryid=36

I use Photoshop 5.5, but the commands should be the same in 6. Paint shop Pro will work with both vector and raster graphics, but the conversion was kind of crappy last time I tried to use it from vector to raster. I prefer Illustrator/Photoshop.

I thought I had already posted askiing this but I guess not. I couldn't find the post.
I tried to find "Go: Image>Mode>Grayscale" but I can't figure out how to do it. Please inform me.
