Access 2000 problem

I am attempting to create an IIF statement for my database in access. I have a column where there are numbers ranging from 1 to 999. The problem is that I want to make the numbers 001 but I have to keep the format as text. I tried creating an IIF but I do not know too much about access and am having a serious problem trying to do it. I want it to be like 0-9 add two zeros in front, 10-99 add 1 zero in front and 100+ add no zeros. Would anyone mind helping me. So far all I could come up with was:

Sketch Line2: IIf([sketch_line]=[0-9],"00")

Sketch Line is where it is located. When I click run it asks me to enter in parameters for both 0-9 and sketch_line. So I really do not know what to do. I would appreciate any help. Thanks
