Access 2007 Developer

I am using Access 2007.
I have lost the Developer tab in the Microsoft Office Dropdown box. This happened after downloading Access runtime.
In the Access Options, the ‘Microsoft Office Access Developer Extensions COM Add-in’ will not stay checked.
What can I do to reinstate the Developer Tap
