If you're logged on with administrative privilege, try taking ownership of the folder.

In Explorer, right click on the folder and select properties.

Go to the security tab.

Click on the advanced button.

On the advanced screen, click on the owner button.

It will say who is the current owner.

Select administrator as the owner and place a checkmark in Replace owner in subfolders and files and click on OK.

Then close out the original Properties box.

Try to open the folder.

If still you cannot get into the folder, go back into the properties and set the permissions from the security tab.

Click on add.

Type in everyone in the box that states Enter the Object Names and click on ok.

Now back in the security tab, highlight the everyone name and place a check mark in the full control box in the allow column.

Click on Ok.

Do you get any messages or does it just not do anything when you click on it?

Where is this folder situated?

Is it:
My Documents\My Pictures
C:\Documents and Settings\(your-username)\My Documents\My Pictures

Or somewhere else?
