Accessability in XP for Sight-Impaired

My brother is in his 80's and is sight-impaired...but syill uses his pc to pay his bills online at a banking website. The website's 'corporate colours' include a deep BLUE background when he visits the site {via IE}, which he can't 'see' clearly. Is there any XP tuning that he could use to view websites without the COLOUR, or ...?
Any help or suggestions APPRECIATED!

Hi, warms regards to u and ur brother.

If ur brother is using Internet Explorer, please try:

1. Start Internet Explorer
2. Click on Tools located at the top-right corner. (If there is no Tools there, then press 'Alt' + 'T' simultaneously)
3. Select Internet Options and click on General tab
4. Then under Appearance frame, click on Accessibility
5. In the Accessibility window, check 'Ignore colors specified on webpages' and click OK and OK.

This would display only text removing all the background color.
