Hello, so I downloaded a duplicate photo delete program and I didn't realize it had some system photos to delete as well.

Well it's been a while since I ran it (over a month ago) and well now in some spots of Windows 8.1, there are just rectangle boxes instead of the actual photo that should be there.

I'll attach some pictures showing what I mean.

Now is there any way to get them back without formatting or resetting and losing all my programs?

you can try recuva. it is a free recovery program - though after a month, it may be too late. also, did you check your recycle bin?

These are the inbuilt photos(preinstalled with OS) and hence, can't be recovered using any recovery programs whatsoever(just because using the system).

If you'd try to refresh your Windows 8/8.1 PC, I'm hopeful that it'll bring all the missing icons back again.

I disagree. you cannot delete system files if they are being used so if they were somehow deleted, they may still be recoverable using normal recovery methods - though with it being a month later...doubtful. most likely would have to do what you suggested anyway.
