Adapter affecting mouse

    I have a Toshiba Sattelite P300 -1GL, windows vista. I haven't had any trouble with it before until the original adapter (power pack?) broke and i had to send for a new one. It worked fine with the laptop for a few weeks but recently the mouse starter playing up. When i unplug the laptop and run it on battery, the mouse worked fine (both usb optical and the touch-pad one) but when i plug in the adapter the optical mouse jitters and cuts out every few seconds and the touch pad mouse is a nightmare, jumping around the screen.
    The adapter says on it: Replacement AC Adapter
    PA3201U-1ACA
    SEB100P2-15.0
    INPUT: 100-240V~31 50/60Hz
    OUTPUT: 19V 6.3A

    The adapter is also buzzing quite loudly.
