Adaptive Brightness - No Way to Turn off

I've scoured the web for every possible method for turning off adaptive brightness. I switch between VLC (fullscreen) and word often, and apparently every time a "movie" is playing, the Intel video card automatically dims the screen. When I switch back it increases the brightness. This is maddening. I had previously been able to make the change in the Intel Graphics interface to stop adaptive brightness. However, since my last Windows update, I can no longer access the Intel Graphics interface. It has a loading screen and then never opens. I ended up even going into the registry and changing the setting there, but it hasn't change the effect (even the registry displays my change from 30 and -30 to 0.00.

Please help! Do I need to roll back my Windows version (and how?). or fix the intel interface? How can I stop this from happening>!>!>!>

If you go into Power Options and then go into the advanced power settings, you will see "Display" at the bottom of the list.
When you expand that menu, you should see a setting for adaptive brightness which you can turn off.
Note: Make sure to click "Apply" after making any setting changes.

Thank you. When you say power options, do you mean power & sleep settings? Under "display" there I have the option to change screen brightness on the right, but no reference to adaptive screen brightness

To confirm the location: From Settings > System > Power and Sleep. Click on Additional Power Settings. Next click on the Change Plan Settings that you have currently selected. From there, click on Change Advanced Power Settings. You will see Display option:
