Adding custom library shapes to Adobe acrobat

    Hi all, I have a question,
    in my work i use utilities plans, what i do from the PC i print a PDF file of the section I need and then export it to my android tablet for reference or to mark-up during field checks.
    The adobe built-in tools such as lines, square text and circles are all fine, but what i really need is to be able to create a library of custom symbols so that i could just drag and drop these on the PDF file.
    I have bought a program for android called TouchDraw that does what i need but will not import PDF and what it imports I can't get from my work.
    So the questions are
    1. can you create layers on a PDF file and drag-and-drop custom made shapes?
    2. is there something like Touchdraw out there to do what I have described above?
