Administrator Problems

Whenever I Press Control Alt Delete, I Get A Message That Says Task Manager Has Been Disabled By The Administrator. Get Same Message When I Try To Run Regedit. Thought I Was The Administrator

Right click on "my Computer" => Manage => Local Users And Groups => Users => Should give you a list of users on your computer

then you can right click on any user therer => properties => Member of => this will tell you what groups the users are in ( i.e Administrators )

I AM THE ADMINISTRATOR. HOW DO I ENABLE THESE APPLICATIONS
