Adobe Flash CS4 for a 10 year old?

    My ten year old just laid this on me. He wants Adobe Flash CS4. It only costs $500...
    What is it? What can he do with it? Is there something a little more intermediate or something? As in cheaper? And how much of a computer does he need to run it?
    Is this just totally inappropriate for a 10 year old?
    I would really appreciate some basic input. Thank you.

    It's for developing flash applications. Is your 10 year-old capable of developing applications? Is he academically advanced in other areas? Can he explain what he wants to do with it?
