ADSL Line in Flat

    I have just moved into a new flat, but need a phone provider and internet.
    I have an adsl coming into the flat, but the end is cut, no box or plate.
    Can i do this myself by fitting a new plate? I''m not sure if i need a master socket, or i-plate, or whatever else there is.
    I asked BT but they said its £150 for them to do it for me! :(
    What can i do?

    I also cannot get a cable line going up either, such as Virgin. :(
