Affiliate or ad companies that allow incentives?

I'm trying to find an affiliate program or ad program that will allow me to incentive people to buy through it. Amazon affiliates doesn't allow incentives. I don't see the problem since these people are buying the products and making Amazon money. Also, or a pay per click or pay for number seen ad company that allows people to bookmark and post ads? This is asked for people that know one off the top of their head or can point me in the right direction. My research is not going well. Thanks
