After a virus attack Windows Firewall not working

I'm not connecting to the interbnet on the attacked computer. I put in a new wireless card, Netgear, and it says I'm connecting to the Network. But I'm not with either IE 8 or Seamonkey or FF. But my windoze firewall is turned off, and I can't get it to turn back on. Must be a remnant of XP Security Tool Trojan. This is what an error message says:

Windows Firewall settings cannot be displayed because the associated service is not running. Do you want to start the windoze firewall/internet connection sharing (ICS) service.
Any suggestions would be appreciated,
