All Games - Strange Video Problem

    First off, my PC specs:

    AMD Athlon X2 4400+
    BFG GeForce 7800GTX OC
    2GB Crucial Ballistix PC3200
    Windows XP Home

    Problem I am having is that recently I have noticed in just about every game an issue with the graphics being sort of accelerated. For example, I was playing Planetside and noticed that any moving animation or a picture of someone walking or something would be speeded up, like in fast forward or something. While walking in the game I was teleporting, sort of like lag issues but the game was progressing at the same rate I was just actually jumping forward very fast and moving fast. Looking from third person perspective the animation of my character running was also in fast forward. This has been happening in a lot of games, sometimes causing them to crash. This is a brand new PC and so I am sure it is not a hardware problem, probably just some setting I need to change. Any suggestions?

    Can you think of any changes made before this happened?..
    Update or install anything new?... Drivers maybe?

    BTW, Just because it's new doesn't mean things can't go bad..
