Can someone tell me of any issue in CSS if I leave out the # and the . in my code.
Nothing seems to be affected.
I have body instead of .body
No problem though, I’m just wanting to learn.

There are certain tags such as body that do not require . or # as they are inbuilt to the CSS specification. However, any of your own tags do require the . or # so that they can be properly parsed. See this link for the ones that do not require . or #.
