another "control panel" SOS! please help

    I have just had a run in with some virus/spyware issues that I have resolved. Unfortunately I have the "This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator" problem now. I cannot see my control panel. ANYONE THAT CAN HELP PLEASE DO, I would most grateful.

    Norton (It didn't catch anything)
