    The Gimp for Windows is powerful but a bit daunting to master IMO. The original Gimp is a Linux program, so make sure to follow the link to “Gimp for Windows”. It is far and away the best freeware image editor available if you are willing to spend the time to learn it.

    This is an easy to use freeware: http://www.freeserifsoftware.com/serif/ph/ph5/index.asp?ref=&SP= It has an odd glitch that you have to use the “Export” rather than “Save” to save images in common formats rather than their proprietary format. Works fine though. It is a real image editor rather than a viewer like Irfanview and XnView. I wouldn’t be without Irfanview but it isn’t an image editor.
