ARP Cache

erm.. just out of interest..
I have recently installed Windows Server 2003 Standard Edition on a computer in a laboratory network. I used the ARP.EXE utility to view the ARP cache and found that is it empty, anyone know why this would be?
i came up with these theories.
Either:

The ARP Cache contains only static entries.
The ARP cache is bound to a seperate Network Adapter
No IP address is bound to the network adapter
The Network Adapter Has no MAC address.

Anyone know which of these is relevant?
