Auto detecting primary slave, not detected

At start up it goes through auto detection of primary and secondary slave and says not detected. does that mean it can't tell if the HD is installed? I'm having boot sequence problems and in the boot sequence for 1st boot device it has no hard drive option. Is the IDE-0 or 1,2,3 another distingtion for HD?

It more than likely means that the drive select jumpers on the back of the hard drive or whatever is in there is or are not set properly.

The jumper settings have not changed since I had it working before. I am starting to think the MB is bad. I lost my PS and it sat for a long time unplugged. Now the darn thing will not boot past a floppy drive error, and the boot sequence won't allow me to boot from the HD.
