Were you able to click on the options in Advanced Options and did any of them open up?
Under 'Troubleshoot' - could you click on
Refresh your PC: Refreshing your PC restores its system software to its factory state without deleting your files or installed Modern apps
If none of the options in Advanced Options are allowing a repair, etc - you may need to re-install Windows 10.
Windows 10 Media Creation Tool
https://www.microsoft.com/en-us/software-download/windows10
Download and run it > choose to create a bootable DVD or a bootable USB thumb drive.
Download the same version [Home or Professional] which was previously installed.

Are you able to click on any of the following?
What happens when you do click on them?

Refresh your PC: Refreshing your PC restores its system software to its factory state without deleting your files or installed Modern apps
System Restore: Restore your computer to an earlier restore point. This is the same as using System Restore within Windows.
Automatic Repair: Try to automatically repair issues that can prevent Windows from booting properly. If your computer can’t boot into Windows, this option is worth a try.
Check and read the link below.

You may have to re-install Windows 10.
Using a working computer - a friends, at the library or internet cafe. Download the Windows 10 Media Creation Tool
https://www.microsoft.com/en-us/software-download/windows10

Download the Media Creation Tool > choose to create a bootable DVD or a bootable USB thumb drive.
Download the same version [Home or Professional] which was previously installed on your pc.
You will now have a DVD or USB stick with Windows 10 installed on it.
Using the DVD or USB stick, install Windows 10 on your non working computer.
