We have no idea about your computer; therefore, in order to understand better what we are dealing with here, please download and run the TSG System Information Utility on the affected PC, and then post the results back to this thread.

If, however, you mean it's stuck in a boot loop and you cannot provide this information from the PC, can you tell us if this is a custom-built PC or one purchased off the shelf, e.g. Dell, Lenovo, etc. If it's the latter, please provide us with a specific make & model of the PC.
