Automatic updates won't keep it's setting- If I go to the control panel and select "Automatic Updates" , tomorrow the setting may be back to the bottom selection to "turn off"

    Why won't it lock in?

Is this a home machine or one at work? If it is at work, the domain might have policies set to disable it, so everytime you log in, it might turn it off.

Click start > run > type services.msc and click ok.

Locate Background Intelligent Transfer Service, start it and set to automatic.
