Avast has a increase performance app. Can I use this without worrying about my computer not work again?

Also win 7 (64 bit) has a disk clean up app. Again can this be used without a problem.

You can use the windows disk cleanup safely but if you use the 'clean up system files' button after it scans again then the 'More options' tab will let you uninstall all but the latest System restore point which you should only use if you're sure you don't need the older ones. You can also remove windows updates uninstall files, if you do you can't remove any installed updates afterwards although that is rarely necessary.

Removing System restore points and/or windows update uninstall files are likely to give you the most extra space.

EDIT : I don't recommend using any programs like the Avast app you mentioned, often they do more harm than good.

Avast does have a good list of installed programs and whether there are updates available.
I find it very useful as a documentary tool to highlight out of date stuff, though I DO go and find the updates myself - preferably from the authors site.
