When you go to restart and Outlook (XP) is open, you get a message about all Office apps needing to be shut down first. Is there any way of avoiding this annoyance?

It's not an annoyance, it's more of a safety precaution. Keeps yor filesfrom getting corrupted or damaged by closing down the app improperly. It would be like throwing the power switch with an application running....just shut them down, it only takes a couple of extra seconds.

What would happen if every other program/process was as ill-behaved? That's what a system shutdown/restart is supposed to do: shut down all programs without your intervention (except for stuff like Word if it has unsaved work)
