Bandwidth Allocation/Monitoring

    Is anyone aware of a freeware program that can track network traffic, to the extent of showing me the current up/down rates that a network-attached computer/device is using? I can install w/e is needed on the computer I'm concerned with. Currently, I'm using Wireshark, but it does little more than monitor my own network traffic, from what I've seen.
