I have an old Slot1 650 Mhz 133FSB Pentium III. I want to use it for playing videos on my tv. I wonder what OS would be the best choice. Which one has the most performant graphics routines? (98, ME or XP ???).

You are not much above the bare minimum specs for software decoding of DVD's (some would say you are below the minimum) at 650 MHz.

XP would be best, but the demands of the operating system would probably be too great to reliably play DVD's at that CPU speed.

If you don't have enough RAM in that computer, and if you have too many programs running in the background, you're going to restrict the ability to play videos even more.

With a 650 MHz Pentium III, I'd stick with Windows 98SE. It'll run great, especially if that computer has 256 - 512 MB of RAM.
