Best way to recover Outlook Express email, contacts, accounts from a non-booting PC?

This is just a hypothetical question.

Let's say you have a computer that was just hosed by a virus. It may or may not boot entirely but the bottom line is that you are unable to open Outlook Express the way you normally would.

Is there a manual way to get a copy of the contacts and accounts out of it without having to run the program and tell it to export a copy? I've read tutorials about extracting the email (from that hidden Application Data director or whatever).

On the side, this person is also wanting to import all of this stuff into a fresh copy of Mozilla Thunderbird, in Linux.

If you can get the Message Store folder and WAB file and have another machine with OE, it shouldn't be a problem.
